Job Description:

The IT Infrastructure Services Supervisor is responsible for the strategic planning, design, budgeting, and implementation of Rock County's enterprise network, audio-visual (AV), and telecommunications infrastructure. This position leads a team of technical professionals and oversees vendor partnerships to ensure the secure, reliable, and efficient operation of the County's network services. The Supervisor plays a key role in aligning IT infrastructure capabilities with evolving business needs through strategic roadmapping, architecture lifecycle management, and proactive risk assessment.

Key Responsibilities
Leadership & Management
- Plan, organize, and manage the daily operations of the network, AV, and telecommunications team.
- Supervise staff and vendors to ensure high performance, accountability, and alignment with County goals.
- Foster a collaborative and innovative team culture focused on continuous improvement.
Strategic Planning, Roadmapping & Architecture
- Develop and maintain a forward-looking three-year strategic technology roadmap that supports County objectives.
- Lead the architectural lifecycle for network, AV, and telecom infrastructure, incorporating emerging technologies and industry best practices.
- Identify gaps, risks, and opportunities in current infrastructure and provide solutions that align with long-term strategic goals.
Budgeting & Financial Planning
- Lead the development of short- and long-term infrastructure budgets in alignment with strategic plans.
- Conduct cost-benefit analyses to guide investment decisions in network, telecom, and AV systems.
- Monitor and manage expenditures to ensure financial accountability and value for County resources.
Infrastructure Operations & Optimization
- Oversee the design, deployment, optimization, and support of enterprise data, voice, wireless, AV, and telecom systems.
- Ensure high availability, scalability, and security of network infrastructure and related services.
- Guide the team in identifying and implementing secure connectivity for data centers, remote offices, and on-premises environments.
Project Management & Implementation
- Manage complex infrastructure projects with multiple vendors, technologies, and stakeholders.
- Collaborate closely with the IT Governance team, security officers, project managers, business users, and technical staff.
- Track milestones, manage risk, and ensure timely, cost-effective project completion.
Security, Risk & Compliance
- Oversee efforts to identify network vulnerabilities and implement effective mitigations.
- Ensure compliance with relevant cybersecurity standards and government regulations.
- Work in partnership with the security team to integrate infrastructure with County-wide security initiatives.
Technology Research & Vendor Management
- Research evolving technologies to meet future County needs.
- Lead vendor evaluations, selections, and contract negotiations for infrastructure-related products and services.
- Maintain productive vendor relationships to ensure high-quality service delivery.
Documentation & Reporting
- Ensure creation and maintenance of comprehensive infrastructure documentation, including network diagrams, operational procedures, and architectural standards.
- Provide regular reporting and presentations to IT leadership and governance bodies.

35% Leadership and Management:
-Provide direction and project management for design, support, and implementation of county-wide information technology systems:
-Serve as a subject matter expert and knowledge resource for information technology capabilities and best practices.
-Prepare formal project documentation, including specifications, requirements summaries, and logical system design documents.
-Deliver cost-effective IT Infrastructure Services that provides security, reliability, availability, scalability, fault tolerance, and performance. (e.g. Network, Wireless, A/V, Security, Mobility, Remote Connectivity, Cloud Networking and Integration, Telecom).
-Establish metrics and service/operational level agreements for managing IT Network Services that are aligned to business needs.
-Develop and keep a three (3) year strategic road-map that connects to budget and investments, along with the timeline to do so.
-Lead the organization in the development and maturity of the IT Infrastructure Environment aligned to business objectives.
-Lead the development of short- and long-range IT infrastructure plans through a three-year technology road-map and drive the planning, implementation and execution, to include analysis, research and forecasting of business needs and the related budgeting, planning, design, implementation, documentation, policy formation.
-Oversee the development, design, and implementation of new infrastructure services and changes to existing services, ensuring that commitments are properly planned, staffed, monitored.

35% Network Infrastructure Design & Implementation
-Oversee design, configure, and implement LAN/WAN architectures, including routers, switches, firewalls, wireless access points, and VPN solutions.
-Ensure high availability, scalability, and redundancy in the network design to support critical operations.
Network Performance Monitoring & Optimization
-Oversee network performance metrics (latency, throughput, jitter, packet loss).
-Ensure regular network capacity and utilization analysis.
Firewall & Security Configuration
-Oversee configuration of perimeter and internal firewalls.
-Ensure segmentation, intrusion detection/prevention systems (IDS/IPS), and zero-trust network principles are utilized.
-Collaborate with security staff to enforce secure access and compliance policies.
Troubleshooting & Incident Response
-Lead troubleshooting efforts for network outages, degradations, or connectivity issues.
-Develop and maintain escalation procedures and coordinate incident response with internal teams and vendors.
Wireless Network Management
-Oversee design, deployment, and management of enterprise-grade wireless networks, including controller-based systems and secure SSID provisioning.
-Oversee wireless surveys and optimize signal coverage in county buildings and remote sites.
Cloud & Hybrid Network Integration
-Manage secure connections between on-prem data centers and cloud environments (e.g., Azure ExpressRoute, VPN gateways).
-Support hybrid cloud networking and integration with third-party SaaS/IaaS providers.
Network Hardware & Lifecycle Management
-Oversee the procurement, deployment, maintenance, and lifecycle planning of network hardware.
-Maintain up-to-date inventory and ensure firmware and patches are regularly applied.
Disaster Recovery & High Availability
-Develop and maintain network-related disaster recovery (DR) and business continuity plans.
-Ensure replication, failover, and redundant communication paths are tested and documented.
Configuration Management & Documentation
-Maintain detailed documentation for network configurations, IP schemas, topology diagrams, and change history.
-Use version control systems or configuration management where applicable.
Vendor & Service Provider Coordination
-Manage relationships with ISPs, telecom providers, and network hardware vendors.
-Oversee SLA adherence, service escalations, and contract renewals.
Policy Development & Compliance
-Develop and enforce policies related to network usage, remote access, and device management.
-Ensure network infrastructure meets regulatory requirements (e.g., CJIS, HIPAA, or local government mandates).

10% Security:
1. Oversee efforts to identify network vulnerabilities and implement effective mitigations.
2. Ensure compliance with relevant cybersecurity standards and government regulations.
3. Work in partnership with the security team to integrate infrastructure with County-wide security initiatives.
4. Foster a culture of security awareness and accountability.

10% Audio Visual:
1. Implementation of an A/V operational plan for County A/V systems such as small offices, conference rooms, courtrooms, presentation rooms,
2. Implementation of service level agreements for A/V systems on the County network.
3. Implement A/V systems support templates within Ivanti and ensure service requests and SLAs are being met.
4. Work closely with our external partners to ensure service and support for new and existing A/V systems.
5. Oversee and manage support contracts with vendors for A/V.
6. Oversight of on-premises A/V managed service provider.
7. Ensure systems documentation and network diagrams are up to date.
8. Liaise with internal teams and stakeholders to help streamline process opportunities for efficiencies.

10% Perform other tasks as required/directed.
Knowledge:

  • Principles and practices of project management.
  • Recognized management theories and methods, including application of standard operational procedures.
  • Enterprise networking technologies including hardware from Cisco.
  • Audio-Visual (AV) systems and telecommunications infrastructure and practices.
  • Networking protocols and technologies such as TCP/IP, BGP, OSPF, EIGRP, VLANs, subnetting, and routing.
  • Microsoft enterprise technologies including O365, Active Directory, DHCP, DNS, and Azure.
  • Cloud networking and hybrid environments (e.g., Microsoft Azure, AWS) and their integration with on-prem systems.
  • Network security frameworks and practices, including firewalls, VPNs, IDS/IPS, and compliance standards (NIST, CJIS, HIPAA).
  • Tools for network performance monitoring and diagnostics (e.g., SolarWinds, Wireshark, ThousandEyes, PRTG).Skills:
    • Proven ability to lead complex, multi-vendor, cross-functional projects while balancing multiple priorities concurrently.
    • Strong technical writing and documentation skills, including the ability to develop detailed reports and diagrams (e.g., Visio).
    • Proficiency in diagnosing and resolving complex Layer 1 -7 network issues.
    • Expertise in using diagnostic and monitoring tools to assess and enhance infrastructure performance.
    • Preparation and delivery of clear, concise, and actionable written and oral reports on technical opportunities, issues, and resolutions.Abilities:
      • Lead, mentor, and develop a team of network professionals with effective delegation and performance management.
      • Align network strategies with organizational objectives through long-term planning and roadmap development.
      • Collaborate and communicate effectively with internal and external stakeholders, including non-technical leadership.
      • Adapt to rapidly evolving technologies and apply innovations to meet County needs.
      • Establish and maintain cooperative working relationships with County officials, department heads, staff, external agencies, vendors, and strategic partners.
        Required:
        • 2-year degree (preferably a 4-year degree) with a related major and considerable knowledge in information technology.
        • Seven (7) years of experience in the information technology field.
        • A combination of education, training, and experience that meets the above requirements may be considered.
        • Strong communication and interpersonal skills
        • Must be able to communicate effectively both written and orally.
        • Able to keep confidential information regarding clients, users, reports and other applicable information.
        • Able to pass an FBI CJIS security background check.Preferred:
          • Certifications such as PMP, CCNP/CCIE, ITIL v4, or equivalent.
          • Experience in local government or similarly regulated environments.
            Physical Elements:
            -Ability to stand, walk, and sit for periods of time.
            -Ability to stoop, bend, and crawl under desks and other equipment.
            -Ability to lift 50 lbs.

            Use of Equipment:
            -Ability to use a computer keyboard
            -Ability to operate other types of office equipment such as copiers, fax machines, printers, etc.

            Working Conditions:
            -Work may involve weekends or after normal working hours in order to allow minimum disruptions to users and operations. 7.-Most work is indoors, however some outdoor work is required to assist Diggers Hotline in fiber and network connectivity locates as well as engineering designs for new network locations and offices.
