Job Description:

The Case Manager Children First is responsible for providing a full range of case management services to the children first caseload. Work includes intake, enrollment, orientation, referral, employment plan development, assessment of job readiness, follow-up, and other support services. This position will also schedule individual's appointments and monitor attendance and activities on a regular basis.RESPONSIBILITY LEVEL:Responsible for providing full range of case management services to Children First caseload. Services include orientation, enrollment, intake, referral, Employment Plan development, testing analysis, follow-up, staffing, and provision of support service. Additional Responsibilities include: attending all Child Support enforcement hearings, monitoring child support reporting payments, maintaining communication with child support specialist to obtain referrals, maintaining program data base, preparing monthly program reports, completing all required state reporting forms, building cases on CARES and monitoring and documenting CARES reporting requirements.PRINCIPAL DUTIES:1. Conduct Children First orientation on a weekly basis. Prepare all collateral materials.2. Enroll all Children First participants, review intake information conduct intake interview, and develop mutually agreed upon Employment Plan.3. Assess participant for job readiness, education and training needs, potential exemption and support needs.4. Obtain, analyze, and utilize formalized vocational and psychological testing information.5. Coordinate the referral to appropriate services for Children First participants.6. Provide follow-up with service providers to assure attendance and analyze progress. Attendance reports, phone calls, staffing and report cards are utilized for monitoring.7. Schedule participant appointments so that participants' activities are reviewed, monitored, and recorded on a regular basis.8. Initiate and attend staffings with other agency staff to assess education, review problem cases, and analyze progress.9. Maintain excellent working relationship and communication with the Child Support Agency, Children First Program service providers, Community Based Organizations (CBO) and other agencies involved in services needed by Children First participants.10. Prepare court report for each participant scheduled for court review. 11. Maintain accurate record of court dates and coordinate information sharing with Child Support Agency prior to each court date.12. Testify in court as to; the voracity of all reports, the eligibility of potential referrals and suitability for continued involvement of current participants.13. Meet with each new referral immediately following their court hearing to instruct them as to what they need to do to comply with their Children First court order.14. Prepare all state reporting forms and mail them on a monthly basis.15. Develop monthly reports based on program statistics, program highlights and events.16. Maintain accurate and complete participant files and caseload data base.17. Maintain a safe and orderly work environment.REQUIREMENTS:1. Bachelor's Degree in human services or in a related field and two years work experience in a related field.2. Valid driver's license and access to an insured vehicle for use in the performance of the job functions.CORE COMPETENCIES:1.Ability to develop case plans and monitor progress.2.Ability to establish a sound working relationship and communicate with both participants and other agency staff.3.Ability to advocate for participant needs and negotiate appropriate and effective services.4.Ability to identify specific employment assets and barriers and prescribe appropriate services.5.Knowledge of physical, mental, social, and emotional disabilities and their impact on the assigned Children First caseload.6.Knowledge of poverty and its impact on the personal, social, and vocational development of Children First participants.7.Ability to maintain accurate and complete documentation and an efficient record keeping system.8.Ability to understand court requirements and communicate to the court and Child Support Agency participant compliance.9.Ability to apply effective interviewing and relationship building techniques.10.Significant experience in counseling, employment and training, and services to people from various socioeconomic backgrounds.11.Knowledge of Child Support Agency procedures, regulations, and requirements.12.Knowledge of employment and training services and systems.13.Knowledge of vocational and psychological testing instruments and utilization of test results.14.Knowledge of community resources.15.Knowledge of evaluation, work adjustment, and placement activities. 16.Knowledge of Children First legislation, administrative rules, and policies.PHYSICAL/SENSORY DEMANDS:1.Ability to move throughout office areas.2.Ability to effectively and professionally communicate in written and verbal form with participants, employees, and other agencies' staff.3.Ability to visually monitor work area.4.
